Our mission is to transform Oklahoma into the new home of the American sitcom.
We’re building a sustainable creative economy around live-audience television—fueling tourism and job creation, and delivering the shared laughter that brings communities together.
Founded in 2025 by Rachel Cannon, Rock Paper Cannon is the first full-service independent television studio dedicated exclusively to multi-camera sitcoms.
Led by a seasoned executive team, the studio oversees the full television life cycle—from development through distribution—while operating in a business-friendly region with a competitive state rebate program.

RACHEL CANNON
Founder CEO
Rachel Cannon is an entertainment executive, accomplished television actress, and producer with more than 25 years in the industry and over 80 network television credits. She built her career in front of live audiences on legacy sitcoms like Two and a Half Men, The Big Bang Theory, 2 Broke Girls, and Fresh Off the Boat.
Combining her on-set experience and entrepreneurial drive, Cannon founded Prairie Surf Studios in 2019 and served as CEO for four years. During her tenure she recruited “Twisters and Tulsa King, generating over $300 million in economic impact for Oklahoma City and changing the global reputation of the Oklahoma film industry.
Building on her success, Cannon founded Rock Paper Cannon in 2025 and serves as CEO of the independent television studio that is reshaping how live-audience sitcoms are financed, owned, and experienced in Middle America.
Through dedicated advocacy, Cannon helped legislators create a more competitive rebate program and continues to advance policy at the state and federal levels. She served on the Board of Directors for the State Chamber from 2023 to 2024.

As an independent television studio, local incentives like HB2110 are critical to our success. We want to keep our sitcoms rooted in Oklahoma — and as long as it’s funded, we will.
Because we want to shoot our sitcoms HERE AT HOME.
We are truly grateful our legislators passed this innovative piece of legislation last year.
Let’s make sure it gets funded this year. 😉
With more than 160 countries and 41 states aggressively fighting for this industry with ambitious incentive programs, it’s imperative that federal programs amplify what our states are already doing.
States can’t — and shouldn’t — carry that burden alone.
I’m part of the Coalition for American Producers, where we are working in DC to advance a federal stack (15–20% rebate) and the renewal of Section 181 (allowing investors to deduct production expenses in the same year they occur). These tools directly impact our ability to finance and keep production here in the U.S.
Entertainment is art.
But it’s also an asset class.
The key is building systems that make creativity sustainable.
